In Germany, too! And in Germany, at least in Bavaria, you're also likely to sit at a big table with people you don't know. (At least, that was the case when I lived there 20 years ago...)
My dogs would think it was Christmas and their birthday all rolled into one. And then they would wreak havoc and no one in Italy would be allowed to bring their dogs into a restaurant every again.
People seem so much more laid back about that stuff in Europe than here. I saw so many dogs in places while I was in Munich, as well as randoms at our tables.
